The Federal Retirement
Thrift Investment Board (FRTIB)

Client Need: Through OPM, Information Experts was tasked to modernize the approach taken to educate participants on the Thrift Savings Plan (TSP) Program and revise the content and materials.

Our Solutions:

  • Designed, developed and created an interactive and informational DVD, and companion website, to educate participants on the TSP Investment Funds.
  • Developed games that provided meaningful interactions with well-timed instructional feedback.
  • Designed interactive financial calculators to engage the learner and promote advanced learning.
  • Incorporated video narrators strategically throughout the interactive application that were customized depending on user demographics.

Federal Deposit
Insurance Corporation (FDIC)

Project Type: Education and Training
Client Need: Through OPM, Information Experts woked with FDIC to develop Money Smart for Young Adults, a financial literacy training program geared towards teens.

Our Solutions:

  • Repurposing previously developed adult Money Smart materials to meet the needs of teens.
  • Developing all course materials including Instructor Guides, Participant Guides, CD-ROM/Online and interactive scenarios.
  • Mapping the curriculum objectives to state and national educational standards to increase the utility of the curriculum allowing it to easily integrate into teacher lesson plans nation-wide.

US Environmental Protection Agency (EPA)

Internal Revenue Service (IRS)

Client Needs: Through a large Blanket Purchase Agreement (BPA), IRS’s Human Capital Office (HCO) has contracted with Information Experts to provide a wide range of human capital, education and strategic communications support to the organization including the following task orders:

Our Solutions:

  • Team IE is working with the Employment Operations division to re-engineer the hiring process to get it in line with the 14-step, OPM end-to-end hiring process.  The team has proposed dozens of people, process and technology improvement recommendations to streamline the hiring process.
  • Team IE worked with the Centralized Recruiting Office (CRO) to analyze the structure, staffing and workload of the IRS recruiting cadre.  The team created process maps, analyzed workload efficiencies, and geographic structure of the cadre to propose recommendations for improvements.
  • Team IE conducted an 8 week, strategic organizational assessment with senior executive leadership to identify organizational themes, recommendations and a Roadmap for future organizational improvements.   • Information Experts designed the Workforce of Tomorrow summit which hosted 60 emerging leaders from across the IRS in a week-long event to identify improvements for the organization. Team IE created the event format and facilitated six working groups during the summit and  presented the final initiatives to the IRS Commissioner & CHCO at the end of the Summit.
  • Outsourced re-hired annuitants as course instructors and course writers for the International Issues in LSMB course to write a new course targeting Revenue Agents in a capstone, blended learning program.

Defense Logistics Agency (DLA)

Client Needs: Information Experts provides long-term contract support to DLA’s human resources office to develop competency models for twelve mission critical jobs and a communications strategy for socializing changes to the new competency framework.  Information Expert’s approach to competency development is customizable.  For DLA, Information Experts included an upfront job analysis and subject matter experts’ input through focus groups and surveys as well as specific behavioral indicators per competency.

Our Solutions:

  • Job Analysis: Team IE conducted an analysis of the mission critical jobs and activities performed on the job and linked them to the competencies needed to be successful.
  • Competency Dictionary: IE developed the dictionary by job and career level which was validated through focus groups with subject matter experts.
  • Competency Ratings: Team IE created a survey to gather criticality, proficiency and importance ratings for each competency by career level which leads to final competency models that can be used for training, development and recruiting strategies.
  • Competency Gap Assessments: Performed assessments to identify competency gaps and the appropriate training to close those gaps, including developing Individual Development Plans (IDPs).
  • Behavioral-based Interview Guides: IE developed updates to position descriptions and provide needed information to DLA’s recruiting strategy.

Outcome: Information Experts has helped DLA align its workforce’s skills/competencies to DLA’s mission and strategic plan helping to position its current and future workforce to be able to perform their job successfully and in-line with DLA’s business objectives. The resulting competency models also contribute and help shape DLA’s workforce planning initiative and resulting workforce plan.
